The serial number marking appears to writer to be legitimate. Apparently this would be the third known serial number under 22. According to Model 1894 expert and author Robert Renneberg in his book "The Winchester Model 94: The First 100 Years" he states that only two serial numbers below 22 were known to exist, number 3 and 8. The lower tang directly ahead of the trigger is marked "32".
